SPECIAL AIR TRAFFIC PROCEDURES
The following procedures will be used to enhance safety and minimize delays at Spence Airport (KMUL) Moultrie, GA during the Sunbelt Agricultural Exposition
GENERAL INFORMATION
Two-way radio communication with ATC is required.
Be alert for a high volume of high performance and other types of traffic in the vicinity of Spence Airport, including banner tow, advertising, and law enforcement aircraft.
Pilots are encouraged to keep transmissions to a minimum and listen to the ATIS. Expect possible delays due to traffic volume. All flight crews should be familiar with VFR arrival procedures for MUL.
OBTAIN A COMPLETE WEATHER BRIEFING AND CHECK NOTAMS PRIOR TO DEPARTURE TO ENSURE YOU HAVE THE MOST CURRENT INFORMATION
TEMPORARY AIRPORT TRAFFIC CONTROL TOWER
The FAA will operate a Temporary Airport Traffic Control Tower at Spence Airport (KMUL).

HOURS OF OPERATION: 0800-1800 EDT (1200-2200 UTC) daily, during Expo.
FBO Services at the Sunbelt Expo
The official on field FBO for the Sunbelt Agricultural Exposition is Eagles of America, Inc. They are based at Moultrie Municipal Airport (KMGR) and will be providing temporary FBO services at Moultrie Spence (KMUL).

APROACH CONTROL
Valdosta Approach will provide Approach Control Service on frequency 132.37 for arriving and departing IFR aircraft and VFR aircraft requesting traffic advisories.
ARRIVALS
VFR Arrivals:
To minimize frequency congestion, keep transmissions to a minimum; report call sign, aircraft type, and position.
Monitor ATIS for wind, altimeter, and arrival information.
From the South/Southwest: Proceed over the Moultrie Municipal Airport (MGR), remain at or above 1800 feet MSL to stay clear of the MGR traffic pattern, then contact Spence Tower.
From the Northwest/North/East: Contact Spence Tower five (5) miles from MUL. Expect to enter a RIGHT downwind to RWY 32 or LEFT downwind to RWY 14, unless otherwise instructed by ATC.
NOTE: DO NOT over-fly the Exposition below an altitude of 1300FT MSL. IFR
Arrivals:
There are NO published IAPs for Spence Airport.
When weather conditions require instrument approaches, the IAPs for MGR Airport are the most expeditious.
After canceling IFR with Valdosta Approach, pilots may continue to MUL VFR if weather conditions permit.
DEPARTURES
VFR Departures:
Monitor ATIS (118.65) for runway and taxi information.
MONITOR Ground Control (121.6), TAXI to the red or blue barrels for departure (red barrels intersection departure), and HOLD SHORT of the runway.
When number one in line, contact Tower (127.4), and advise ATC of direction of flight. MONITOR ground control – DO NOT contact Tower until number one in line.
IFR Departures:
Pilots should file flight plans a minimum of one hour prior to the proposed departure time.
If weather conditions permit, pilots should request IFR clearances after they are airborne with Valdosta Departure Control (frequency 132.37).
Spence Ground Control (frequency 121.6) will issue IFR clearances on request. Pilots should expect departure delays.
All aircraft expect an initial maximum altitude of 7000FT until clear of the Moody1 MOA.
